During the early part of the twentieth Century fostering emerged as a service to meet the needs of parents unable to care for their children during periods of illness, confinement or similar short-term difficulties. Today's fostering service is required to provide a range of placements for children of all ages with varying degrees of emotional and behavioural problems
Orphaned and abandoned children are the most vulnerable of all in society, their needs are as much emotional as physical yet their emotional needs rarely receive the same degree of attention as their physical needs. All childcare projects require workers who are committed and compassionate but also knowledgeable about relevant issues for children as well as present day child care research
